UKPS TNC Notice to keeper over 200 days later

recieved copy of the v888/2 form today from dvla
clearly shows that company name TNC collections requested data
type of company they put Debt collections agency
name of body : they put BPA
reason: driver has failed to pay for parking charge notice or provide written appeal within 14 days
use of information: information will be used to contact the registered keeper to obtain payment.
so what next? Appeal to popla...and complain to BPA
can someone give me a brief outline of what to put to each please? ive mentioned a few points in my previous posts, is that sufficient or will no keeper liability under PoFA be enough to win?
Also forgot to add earlier that in my appeal rejection letter from UKPS, it states that the charge was uploaded to our debt recovery companys computer system as a Non POFA Parking charge notice therefore nowhere in the letter is quoted that they issue the Notice to Driver under POFA, therefore you as the registered keeper are fully liable for this charge.0 -

they have quoted that they are/were debt collection , when they are clearly a BPA ATA member and use the name "TNC parking"0 -

ive rang the BPA and asked which form should a BPA member use to request keeper details but she only told me v888
but looking on dvla site regarding requesting keeper details it says
Who is making the request
Form An individual Form V888 A company Form V8882 A company that issues parking or trespass charge notices Form V8883
so they are sending it to me as a parking company TNC parking services but using the debt collection company details /form to get data

Errrm...what? You need to complain to the BPA and DVLA that the rejection letter is telling a keeper that they are 'fully liable' for a non-POFA PCN from July, where TNC have only just bothered to get the data via the dubious excuse of being a 'debt collector' despite in fact using the data to issue a parking charge NTK, not for purposes of debt collection stage.
Rant about this, do it this week BEFORE trying POPLA:

Include the copy of 3 things:
- the NTK
- and the rejection letter
- and the v888/2 form
...and really complain about this shocking loophole where the DVLA are allowing TNC to exceed the usual deadline for a NTK by months.

My rejection letter came 02/02/17 so ive got a couple weeks for popla appeal anyway
i dont want to miss anything off the bpa/dvla complaint so if you could possibly bullit point the main things to include and il expand on them with attached evidence please0 -

he NEEDS to be shown scans of the letters as well , you need to CLEARLY point out that this was a NTK by TNC PARKING and they are BPA ATA members

parking charge originally issued by uk parking solutions notice to driver
notice to keeper issued 203 days later by TNC parking which are a BPA member hence should have used v888/3
but they have circumnavigted rules as the copy of the v888/2 clearly shows they are saying they are debt collectors getting details to chase debt but actually using the info to issue a notice to keeper in which case they should have a) used the correct form and b) declared they are TNC parking ?

OK will do. Also my mate just informed me that the location where the original PCN was issued has signs now from UKPC which is a different company and when I visited road two weeks ago there were no signs at all. More likely they didnt have a contract anyway but I'll leave that till popla if needed?0
