  • the DVLA are being conned , reply with a scan showing TNC parking and company number , state that they are issuing NTK so they are acting as a PPC not debt collectors

    hi, yes the footer of my notice to keeper is exactly as marked above .

    my first priority is to put together an appeal to popla which is almost complete in writing. i will attach the various pics of evidence i.e envelope, notice to keeper (to show dates and where it hasnt followed Pofa, rejection to appeal, pics of location showing it isnt a car park but a road with through folowing traffic.

    with regards to pics.. shall i copy and paste them to the word document or add them seperately to the popla upload page or both

    will someone be willing to look over the appeal for me please to make sure its all correctly worded.?

    the notice to keeper states TNC parking services on the header and states TNC parking services have obtained my details from dvla using reasonable cause . so they are acting as a parking company but again they did not issue the original PCN so are they acting as a debt collector?

    and at the bottom is the footer as shown in the image few posts up. i will take a picture of the ntc and edit out personal info and post it on here

    so are TNC lieing to you , was it collections? OR did TNC parking get info from the dvla saying TNC collections ?

    sorry for the late reply guys was at work

    the notice to keeper states TNC parking services have obtained by details from DVLA .

    but the parking charge was not issued by TNC originally

    so just to clarify
    1) original Parking charge notice (to driver) issued by UK parking solutions UKPS, under the BPA listed as T R Luckins 01/07/2016

    2) had a letter from TNC parking services 12/01/17 actually posted 17/01/17 (have proof of envelope with date) and received 19/01/17. Appeal rejected, rejection letter with POPLA code 02/02/17
    3) grounds for popla appeal 1) no keeper liability due to over 56 days (actually 203 days). 2) notice to keeper does not specify period 3) NTK does not offer discount for early payment 4) NTK states car park but since visiting location pics prove it is a road with free flowing traffic no restrictions. so no trespassing either. if not a car park and a road there is no loss to landowme 5) NTK did not contain any evidence (2 pics were attached to the rejection letter of my appeal of the car. not the driver.)


    is this sufficient to win popla ?
    can i add anything else?
    and what are the chances of popla win based on above?

    i have just spoke to the lady who wrote the letter to me

    TNC collections ltd made the application on 23/12/16 for my details and it was processed by DVLA due to xmas on 06/01/17.
    she said they are in the BPA so have met all criteria for information request? and that if i have a complaint i should send to bpa who will investigate it .
    The lady said TNC collections act on behalf of parking companies so can get details
    The reason given by TNC for request was that the driver has failed to pay a parking charge or appeal within the 14 day period.
    dvla will send me a copy of the application in post.

    so are they lying to me ..getting info from DVLA as TNC collections ltd
    and NTK states TNC parking services got my details

    as now i have 2 issues to deal with 1) prepare and submit popla appeal and 2) deal with the dodgy information request

    Have you emailed a complaint to the BPA - they cancelled one the other week where the data was obtained very late.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I'm just waiting for the copy of application from dvla as proof. I did call them and they advised to appeal to popla. Which again I will do. Iv got over 20 days so just waiting for form from dvla as concrete proof
