Shock horror. The police probably cover stuff up (and sometimes get found out). Next you'll tell me businesses like VW do it too...0

This is literally what's he stating. The plods will ask you to give a brief description of what happens.
Line 1 being "I was driving on the A.... at X o-clock AM/PM, when the driver of a ..... ...... did something"
Next thing you know, PC Keeno is round your house and telling you they've found something on your video to incriminate you. No thanks PC Plod.0 -

They give you a statement to fill in. You sign it to say it's true and telling lies will get bigger boys set on you.0 -

Either:
"Here is some video footage taken from my vehicle, showing a driving event I believe speaks for itself" or
"I was in a vehicle travelling on the A.."
Though if they were to invite you in for a chat and asked you outright if you were driving it'd be a different matter.0 -
Typical bum idea from the police. They won't be happy until the entire population is monitored 24 hours a day with spy cameras in every room in the house and your vehicle. Have nothing to do with it. It just plays into the curtain-twitching mentality of the great unwashed dim-wits that fill this country. Whenever I see anything about a "hot-line" to report wrongdoing I make a note to avoid it. Remember "too much bling, give us a ring"? Yes, as someone earlier said, we're heading towards the Stasi mentality.0

How exactly will they know where to go?
The online reporting form for Operation Spartan doesn't require you to give any personal details and dash cam footage can also be submitted anonymously so if you use a disposable e-mail account for this, they won't have your name, address or anything else to trace you with.

If you are really paranoid (as you seem to be), then simply set up a new e-mail account with Yahoo, Google etc using a free VPN service and send the report form from a proxy server in another country.0 -

You really think if they take any of these cases to court, you'll be allowed to just give it a miss? They'll want a statement. I would simply avoid this nonsense.
Do yourselves a favour, focus on your own life.0 -

Very strange use of the term vulnerable throughout that whole article.North Yorkshire Police have launched an operation which seeks to identify vulnerable road users. Through a mixture of education and enforcement, Op Spartan aims to improve the attitudes of those who use our roads and increase the level of safety for all.
‘Vulnerable’ road users are classed as those who may be disproportionately involved in collisions for example bikers, occupational road users and young drivers, as well as anyone who poses a risk to themselves or others by their behaviour on the roads.
Usually the term 'vulnerable road user' is used to refer to pedestrians and cyclists.
Seems from their wording they are also only interested in drivers and not riders and cyclists misbehaving.0
