You will have to retake the theory test and the standard driving test again.

... and pay for a new provisional licence

It is but it shouldn't be used to stop the revocation of his licence.

    True.

It's also worth mentioning that we don't know where the offence took place. If it was in Scotland he can expect a discount for an early guilty plea on the points as well as the fine.

    What difference does that make.
When calculating the speeding cars speed they measure a fixed distance and the time it took the speeding car to cover that distance.
The distance is fixed regardless of the time it takes the police car to travel it.
It's not possible to do this from a moving car. Your perspective would mean that you can't see when the driver in front passes any particular point, like a lamppost, unless you know the distance between you and the car in front and the distance and angles between the cars and the lamppost, your perspective would make any estimates hopelessly inaccurate.
Changing the world, one sarcastic comment at a time.

Driving is such an emotional issue for so many people and i knew this simple enquiry would digress into the rights and wrongs of speeding so i may as well chuck mine in with it !

    I have two vehicles

    My own car

A company oil burner turbo diesel light commercial

The thing is, modern cars are so powerful and quiet that often times ,you dont even realise you have nipped over the speed limit.

In my own car, its possible to set alarms on the dash so i have two. One for 30 and one for 70. They are great for keeping me on track though to be honest, i do tend naturally to keep within limits.

My van, well its powerful but has a limiter on it so wont go over 70. Around town i still have to rein it in as its a very gutsy motor.

Speeding..well think on this..what is speed? Speed is distance with time. Feet per second/miles per hour,,whatever you like.

Time..well thats the time you have to react if something goes wrong.

The slower the speed, the more time you have to react/avoid/survive..

In the UK there is no need to huff it up and down the mway at 90mph.

/most of our journeys are relatively short and so the time we save is miniscule compared to the risks we put ourselves at to save it.

There is far too much speeding and wrecklessness on our Mways and we really do need to have more detection and prosecution.
Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..

Thats why you use the back of the car, its incredibly simple, so simple that all year five pupils could do it.

It is shall I give you a little tip on one of the ways it's done?

Next time you're on the motorway try it.

When the car in front goes under a bridge watch the back window. When it goes dark start the time.
When the second car (police vehicle) goes under the bridge the shadow will go across the windscreen onto the dash. Start the distance.
Do the same at a second bridge but stop both and you have your average speed. Or you can catch up with the car and when you are level stop the time and distance together.

Perhaps there should be a legal requirement for some kind of permanent indication on the dash, large and clear enough to be legible at a glance, of what speed a car is doing...?

There is no safety argument. He isn't being charged with dangerous driving. He isn't being charged with careless driving.
He's being charged with exceeding the speed limit.
He was doing 97. The limit is 70. 97 is a bigger number than 70. Guilty. End of.

I know. It is that obvious. But I was pre-empting any comments regarding safety. End of.

I am not sure how the distance of the overall journey changes the overall safe speed of a road.

But it does cut journey time. The last time I drove to Birmingham from London all three lanes on the fairly straight M1 were driving at 70mph. Had the speed limit been 90mph I would have arrived a lot sooner. End of (I quite like that silly expression). Plus there would be less necessity to spend £55.7 billion on building HS2.

Newsflash, we don't have Autobahns in this country so your post is as irrelevant to the one I questioned.

I know. It is that obvious. End of (there, your expression is catching on). But the comparison betwix the two shows that driving in modern safety-featured cars at higher speeds than 70mph doesn't compromise safety.
You know what uranium is, right? It's this thing called nuclear weapons. And other things. Like lots of things are done with uranium. Including some bad things.

But comments about safety are simply irrelevant. They do not need to be pre-empted. Safety is not relevant to a charge of exceeding the speed limit.
