London saw it differently to you and so voted to remain.
London has had significant investment in things like infrastructure.
It makes it easier to cope with large changes in population numbers.
Places like Boston/East of England have not had the same level of investment, and the signs of strain were clear to the people. They voted to Leave.
Personally, I think you need a plan to cope with hundreds of thousands of new arrivals each year. You need to be able to direct significant funds to boost local resources before people come, in the areas where it is needed.0
