No he doesn't have a separate main residence, or own property to maintain.
For his bank account and mobile he uses his Mum's address.
But he has not spent a night at his Mum's house for at least 3 years0 -
Many years ago I knew someone who investigated benefit fraud. Someone said that they watch the house, and certainly at this time he used to do this for fraud cases. They also at that time (although it may have changed now) had the power of entry into people's houses any time of day or night and I remember him telling me that they would go very early in the morning, go upstairs and feel under the bedcovers to see if it was warm on both sides! Yuk....
Wouldn't be a job for me I have to say, but I do agree that in the case that you've cited they are well aware of the rules and the consequences of being found out too.

Nowadays, it's often Facebook that provides the necessary evidence.0 -
I personally couldn't care less about people earning a few quid on the side, no matter how they earn it. Benefits are small enough as it is. Have never reported anyone even when I've seen it going on, although don't know anyone doing it atm, nor for a number of years.
I'm old now and have found the biggest fraudsters work in offices, own business's and run themselves ragged looking for tax dodges. That's without even counting the 'frauds' committed by multi nationals. Now if we could stop all that fraud.....we'd be an even richer country and pay more dole (not sure how much it is exactly but I'm sure it's quite low)
I smile to myself when I hear self righteous people holding forth about benefit fraud but have no qualms about exaggerating an insurance claim.0 -

He is not listed as living there at all, his bank account and mobile are not registered there.
The money he gives her, he gives her in cash
So if she was called in for questioning she can produce her bank statements that would show no extra money going in, just her benefits.
Plus HMRC would find nothing that ties him to her address at all
