    Not necessarily true. Whilst (some) road traffic laws apply to any land that is accessible to the public in their capacity as members of the public they do not apply to private land where there is a restriction or prohibition on general public entry (even if the public can still physically enter).

    So, if there's a sign saying "Private Property Residents Only" or some such, the road traffic laws don't apply and VED is not required (although SORN obviously is required). The courts have even held that a sign stating "Trespassers Will Be Prosecuted" was sufficient to disengage the road traffic laws, even though the sign is a legal nonsense.

    The OP doesn't make it clear what the Ace ticket is for. If it's for an out-of-date permit he needs to get on to the estate office and complain like crazy about Ace failing to issue new permits and then ticketing for old ones.

    Oh and the ticket is for no road fund license. It is not for out of date permit but just wanted to point out how dodgy this company are!

    complaint to the DVLA is in order

    Well now you've blown your story. How could they possibly know whether the vehicle is taxed? Tax discs were abolished two years ago.

    There's no visible tax disc now, so how would they know that? Do they have some system for checking, or are they abusing the system that lets owners check their tax?

    Also, does your contract or the signage require it to be taxed?

    It's possible the parking goon is using the car tax checker: https://www.gov.uk/check-vehicle-tax which is a violation of the terms, or has some other route to it. They probably don't do it for all cars, but may do so for clearly non-roadworthy ones.

    I am yet to check the signage. I have no idea how they know about the tax and was wondering this myself. Or my name for that matter! So they must have obtained details from DVLA.
