Why do you think that it was wrongfully issued when you freely admit to parking in a Disabled bay when you are not disabled?
No one forced you to come here (in the same way that no-one forced you to park in a disabled bay). You are free to argue all you want. However, if you want a chance of being able to wriggle out of not paying the invoice then you need to educate yourself on how to do that. Surely you are not so lazy as to expect others to do it all for you, are you?I would be able to argue myself to have it cancelled, what is the point coming here?

After submitting what you advised me, they now they ask me for a disabled parking permit which I don't have obviously.
They offer me to pay half the fine or go to POPLA.

Yes, as ever, some work is needed. Make an informed decision and draw up a POPLA appeal - worst case scenario would be you could lose, you could then be sued for about £150 (not thousands!). No CCJ nothing at all on your credit file and no repercussions.
Most people here WIN at POPLA and you are well-placed because the driver has not been identified and UKPC never sent a NTK.
Search this parking forum (not the whole of MSE) for 'UKPC POPLA' and read some recent examples. Base yours on those and show us your draft!
This is as much input as I will give - you need to have this in your POPLA appeal, in more detail which you WILL find in loads of threads:
- no keeper liability because UKPC failed to serve any NTK. The operator has failed to show - or even attempt to tip the balance of probabilities with any evidence at all - that a keeper appellant is the individual who can properly be held liable for the charge. There is no reasonable presumption in law as to whether a keeper may have been a driver, on private land. In the absence of any evidence of the identity of that driver and in the absence of any NTK being served at all, under the POFA statutory conditions in paragraph 8 of Schedule 4, a registered keeper cannot be held liable for a parking charge.
- no landowner authority (quoting 7.3 of the BPA CoP, which you will find in every recent POPLA appeal you find when you search).
- no evidence of any contravention of a sign next to the disabled bays. You can say the only sign at those particular bays is a few coloured bay lines (unclear if these are parent & child or disabled bays) and no legible other terms are within view of a driver with any mention of any terms or obligations or £100 charge.
- any other signs are unclear with all terms in small font on a pale, unremarkable sign high on a wall or pole, not readable from a driver's seat in a disabled bay. In particular the £100 is unreadable so paying this sum cannot have been agreed under a contract.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
