There is a cost to putting waste back into the ground. Landfill is charged by the tonne.The waste is meaningless. You did it up from the ground and put it back in.
The litter, fair enough, but not sure it was ever sold as that. If the upshot is to encourage more people to drive to the supermarket, then it's failed. Massively.
No idea why you think it would change how people travel to shops.
