Damaged my car due to grit bin in the road, can i claim from council/RA?

I didn't really swerve, basically i came out as road was clear but car was coming down (quite fast) and became visible from behind the parked cars as I was coming round, I slowed to pretty much a stop and just pulled the nose left a bit and then crunch.

Anyway, bodyshop guy coming tomorrow to give me a quote though he said from the photo I sent of the damage he doesn't think it'll be too hard to fix up which is good. Still gonna write the RA cause I don't think this thing should be there and is a hazard. If you put a skip in the road you need to have reflectors on it and lights (and it's massive and yellow) so I'd assume there are similar rules for anything else left in the road for exactly this kind of reason. Also there seems to be no reason other than trying to be thrifty for them to not just get some double yellows painted there to stop people parking on the corner.0 -

If you were nearly stationary how could you hit both doors?
Too many inconsistencies to take this story seriously.

If this is a public road then someone has committed an offence by putting the bin there, and the council should remove it.
If it's a private road, then the RA could indeed paint yellow lines, but what makes you think that yellow lines stop people parking?0 -
