Well, it ain't fraud, if the trips were done for work and the promotion resulted in an acceptable level of work.
Companies generally do recruit & promote people based on relationships, the ability to work together, and so-on; if the outcome is all in the interests of the company then so be it.
However, if it is the case that an unqualified (or lesser qualified) person was promoted over someone better, then there is at a minimum a HR problem there.0 -
