Unless I'm missing something here, you have an electric boiler supplying a wet CH system, but E10 metering. So by far your biggest cost (space heating) is incurred during the peak rate hours, unless you are nocturnal.
An electric boiler is always going to be very expensive to run, but the metering and tariff needs to be changed to single rate. Using it on E10 is not what E10 was intended for, that tariff is designed for NSH's.
It's presumed that the old NSH install was removed without bothering to change the metering.

As stated in post#22 it is easy to ascertain if that is the case.

    You know what thought did.

You need to listen 'someone' who knows their rrrrr's from their elbow. Do you really think that the person who fitted the check meter would not have noticed if your wiring had been tampered with AFTER your meter.

The wiring to the other flats are obviously connected together BEFORE each flats individual meter, this is normal and will not affect your metering.

Their incoming main fuse security seals are irrelevant if yours is intact and this is all before any metering.
  • Your use can be controlled by yourself from the panel inside the boiler unit. Cheap rate will always switch 'on demand' in the 10 hours available and is out of your control. The stored cheap rate hot water is what powers the day heat wet radiators, lack of volume of cheap hot water stored during the night will mean either of two things will happen (1) your space heating radiators will be cold during the day, or, (2) the boiler will switch on during the expensive day rate.

Because your radiators never go cold during the day, and your """hot water set to come on only at the cheaper times""" and your """usage works out at 75% off peak heating 25% peak [an excellent distribution] """ we can eliminate both (1) your space heating radiators will be cold during the day, or, (2) the boiler will switch on during the expensive day rate.

E10 is the expensive luxury end of E7 with no market competitors, has been since the demise of the old regional leccy boards, it will never improve. A single bath per day can cause this use, I'm assuming one of the people in the dwelling is 'home all day, every day' and feels the need for the additional 3 hours of 'top up' [of the 150 litres vessel, because the 180 litre is 24kW 3-Phase] otherwise switching to a much more competitive E7 tariff would be a no brain[er].

So we are left with total kW consumption and wild guesses at piracy by neighbours, only a sparky will be able to chase from CU through the system to the settings on the control panel.

She is already confused enough without any more incorrect info and conjecture!

The EHC Fusion boiler is basically an electric system boiler. There is no heat store and the output from the boiler is fed via motorised valves to the radiators and the optional hot water storage tank as required:
