To have your HW tank in a neighbours loft, it sounds like your flats are converted from a house.
Such conversions are notorious for incorrect plumbing and wiring; i.e. you could be paying for some/all of neighbour's electricity. This could by sloppiness during the conversion, or malicious theft.
You need to switch off everything in your flat - even fridges - and check your meter is not moving.0 -

its a council 4 in a block.........................hpuse is always freezing cold we wear fleecy clothes and housecoats when in the house it really is cold and water only stays warm for like an hour or so in the morning.....................cant even run my mums portion of a bath without it being freezing cold
whole system is wet radiators NOT storage heaters0 -
Comet sold own brand 14kW designed for wet electric and underfloor heating systems. Without evidence its a guess but I would say its set for 24 hour permanent running.Disclaimer : Everything I write on this forum is my opinion. tonight i will take readings before going to bed and keep timer for heating and water set to off..........
only thing running overnight internet, sky, fridge freezer and maybe charging a telephone

I personally don't have any knowledge of this system. However from the photos within link, I would suggest its designed to rely on bulk water storage heating during off peak electricity times with top up as and when required from normal tariff.
If the property is efficiently insulated I would assume that the council would originally have specified correct ratings for the equipment to give specific property conditions and over time changes have occurred to give the now situation.0 -
The 14kW is a big, fast reboil 180 litre unit, airing cupboard compact type install with the controller built into the unit inside the door. Read the PDF - its all in there.
