You can report any of her other listings as you are not allowed to put conditions on the use of paypal. You have to offer paypal.
Not with cars or other motor vehicles and sellers should rightly refuse any attempt to use PayPal on a car.
OP just looking at one of your posts, is the last service showing as 2012 a mis print? That seems. No dealer is going to sell a car needing a new battery, if that is causing visible issues - they'd put a working battery in. If they say it needs a new battery, they are covering for something.0

I can now see they don't have to offer paypal.
However they have offered partial paypal, and it's still against ebay rules to discourage someone from using a particular payment method by imposing conditions, surely?0 -

Doing a quick look on eBay at cars it appears most sell on classified ads which work exactly the same as ads placed in the local paper- so the whole 'off ebay' thing is a bit of a red herring as this would not have had any of the normal eBay protection. Seller places ad, buyer goes and has a look pays cash and that's it as far as eBay are concerned.

Nope, as you say the seller does not have to accept PayPal but they can if they wish set up requirements about deposits . If you are talking cars then no, it doesn't help.
