I agree that the higher price would be justifiable - upstairs bathroom, end of terrace and off road parking - all things I would pay extra for.
I can see why OP would prefer this house over the mid terrace. However it is not like where you see two identical houses but one is slightly better decorated and they are otherwise the same. The end terrace is a better house and will always be worth more than the other property.
Acutally the cheaper house has a garage which is enough for my car and then off road parking behind it too!

Hi there are NOT that different - its a tiny village (and even in the wider area) there are very few 2-3 bed houses on the market. They are similar sizes too - each with flaws and issues.
The cheaper one is slightly bigger, does have a garden and garage etc but being mid terrace I can see makes it cheaper - hence why I wouldn't offer the £249,500 for the end of terrace.
I am sorry I got my figures muddled but I was rushing on my lunch break trying to just get some advice and information from you guys as an idea as First time buyers (just to reiterate no chain that someone mentioned). Very grateful for the advice - its a tough old world out there!
I am also a little worried that the lady selling the house we like on for £290,000 is not really that keen to sell so the lower offer would make the agent see how she reacts and if this is the case. Its only 'recently' been marketed heavily but before that was we were offered a look around in December so has really been around since then. She bought at the height of the last market rise so she wants her money back and then some.
we've also discovered after the third visit more issues such as rights access and guttering (possibly roof damage too) so therefore fully justified in making a lower offer.

They honestly are not - have you seen the area? They are 3 minutes walk away from each other and clearly similar sizes and same number of bedrooms.

To be honest, I'd look at the cheaper one as a stepping stone house, but as a long term thing, I'd be wary of both being swallowed by the development that's crept out along the M49, and by the look of it, mostly since those heady days of 2007.
By the way, my old house, down the road in Bath, exceeded it's 2007 value around 2013. Just sayin'.0
