That reminds me - OP said their friend "doesn't mind some work".
Think it might be useful to clarify what is meant by "some work".
I could have said the same - ie what I want is a house that's completely finished and that includes having the standard neutral modern d!cor (including plain ceilings), neutral carpets, etc, etc BUT was prepared to "do some work".
What I meant by that phrase - on both houses I've bought to date - was "Oh well - I'll redecorate and put down new floor coverings and, if I must, I'll do a new kitchen and bathroom". What I actually got (both times) was a house that would be considered passable by some - but I took a thoroughly horrified look at and thought "Ohmygawd - its LOADS of work to do". The second one might have been considered suitable to just live in pretty much by some people - but I took one look at it and thought "Uninhabitable basically" and started ripping everything out:rotfl:

A bit of work means, happy to decorate, new floorings, new kitchen, bathroom and maybe knock a wall down here or there.
Does not mean take an old crumbling stone barn and completely rebuild!0 -

To be fair, I didn't say it was.Not all of Wales is taffyphone.
However, when you move out of the urban areas into the remoter regions, there are places where it is still the language of choice. It's something to be aware of, that's all.
If unsure, I'd recommend parking up outside a local school at kickout time to see what the locals are using. From experience, you might hear nothing but English, Welsh and English, or just Welsh.
Nowadays, everyone in Wales speaks English fluently, so it's whether they can be bothered to act inclusively which matters in Welsh speaking areas.
But then, how someone fares as a resident in the countryside, regardless of location, depends largely on what they're like, not what language they speak.0 -

Have to say as well, if I intended to live in rural Wales permanently, I'd be tempted to learn Welsh regardless.
Same as if I moved to France, I'd learn French.0
