Would you trust a private parking company? One of the biggest was caught falsifying evidence and making money from drivers, so why have their staff continued misleading drivers?
A simple answer ££££££ especially if most people just pay up, and apart from a little bit of fuss on watchdog/inside out,which soon blows over and disappears from the general populations memory the PPCs just keep on going.
If the DVLA removes database access juts issue more paper tickets, why even bother with an ATA ( even the IPC) when you can rely on a steady income from paper tickets -
