They are telling lies. In that letter it says that the keeper should inform UKPC of the name and address of the driver. This is not correct. They may invite the keeper to tell them the driver's name, but nothing in POFA 2012 says that the keeper has to do this.
You should make a very robust complaint to the BPA and DVLA that UKPC have failed to provide you with a PoPLA code, and have deliberately misquoted Paragraph 9 section 4 of the Protection of Freedom Act 2012 to imply that a keeper must provide the name and address of the driver. This is a blatant lie
UKPC have previously been caught fraudulently doctoring time stamps on PCNs and this is yet another instance of UKPC's deliberate attempt to flout the law. What are the BPA and DVLA going to do about it?
Local and national press and your MP should be made aware of this. The Parking-Prankster may also be interested as well.

I agree with fruitcake, a very robust complaint. You should also write to your local Trading Standards Office, (avoiding Consumer Direct), alleging that they are attempting to obtain money by fraud, not only is naming the driver discretionary, but the have also totally misrepresented the HC decision.
Copy UKPC in on all of your letters, make them aware that you are no lightweight, make them sweat.You never know how far you can go until you go too far.0 -

You must report this fraudulent bag of dung to the DVLA and Trading Standards. I suspect the BPA has wads of complaints about UKPC but they currently are as useless as an ice cream in the sun0 -

The BPA won't care as they'll see this as a reasonable question...and equally, you are reasonable and within every right not to name the driver!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

What research have you undertaken in the period since your last post here on 21/03/16? Have you looked at previous POPLA cases in the POPLA Decisions sticky? Have you read the newbies sticky, post #3 yet?Please note, we are not a legal advice forum.
