Possibly, but unlikely.
If the RM system is showing that the package was delivered, it could be the case that it was delivered but to the wrong address or simply a finger error and the wrong info was entered into the system.
If your buyer actually got the item and had to sign for it, they would have to be very stupid to then attempt to claim otherwise as this would leave them open to prosecution by Royal mail who would have their signature showing delivery.
All you can do is to refund your buyer in full and reclaim the money from RM and if RM think that your buyer is pulling a fast one, they may follow up on it0 -

If I was the OPs buyer I would would be getting seriously peed off with a supposed experienced seller, who failed to get me my item then refuses to give a prompt refund. Big fat well deserved neg coming your way trig.
Maybe you should stop ranting about a lousy £24 and concentrate on the really serious things in your life, like you recent bereavement.0 -
I prefer the direct approach, I don't like being faffed about not that I am suggesting anyone has. It's just the way I prefer to do things and the way I am most likely to both understand and act on it appropriately.
