If the apology from Tesco has made the OP feel better about the whole incident then I am happy for him, but he doesn't seem to be letting the matter rest. I don't think its appropriate for him to be taking up Police time with this. You clearly don't agree with my opinion, but I'm entitled to express it. OP is too close to the situation to see things impartially.0 -

Until the person leaves the store with the item then there is no possible offence.
While still in the store there is always the possibility that the person will pay for the item so to remove doubt they allow them to leave
That's not true. If you pick up an item and fully intend to steal it, that's theft. Even if you're in the shop.
The only difference between what a thief does and what honest shoppers do when they load their trolleys is that thiefs have dishonest intent. Thiefs commit theft the moment they pick up an item with the intent to steal it but it would be impossible to prove at that moment.
Going past all points of payment / putting items in pocket / looking around suspiciously etc. Have nothing to do with whether the offence is committed or not, they are simply ways of proving that someone had dishonest intent.
