This is a very active interest of mine on moneysavingexpert.com.
First, I am shocked to see the word 'f - - -s' being used for these unenforceable invoices / facsimile invoices / fake invoices / speculative invoices.
Call them what you will, they are NOT 'fines'.
The use of this word actually renders this Early Day Motion invalid.
Surely this is not the aim?
I will copy its author, Pete Wishart, into this, but ask you strongly to support its intention.
Mr Wishart, as an SNP Member of Parliament, needs to be aware that civil law concerning private parking companies in England and Wales is not applicable in Scotland, or Northern Ireland. There are, however, varying steps to follow in all of the United KIingdom's four countries in response to the receipt of one of these scam demands for money.

Only police, London Transport officers and Council traffic wardens have the power to issue parking fines. The fact that private parking companies issue Parking Charge Notices [PCNs], while the former issue Penalty Charge Notices [also PCNs] is deliberate, so that the notion of legality for all tickets issued for parking events is conflated in a victim's mind.
Private Parking Companies play on this, count on it, profit by it obscenely.

The current scandal of UKPC's fraudulently altered timestamps doesn't even begin to tackle the unregulated excesses of these free-ranging bounty hunters.
Further exposure is necessary and criminal proceedings must be invoked against all offenders.
