Amazon will use Top Gear as a halo to attract more business, not to make a profit.
As an example-
Breaking Even Won't Be That Hard: With Netflix spending a reported $100 million to produce two 13-episode seasons of House of Cards, they need 520,834 people to sign up for a $7.99 subscription for two years to break even.
I imagine Amazon will be operating a similar model. The budget will easily surpass the BBC. Everyone who has worked with Amazon TV have praised its laissez-faire attitude to letting the program makers get on with it, you only need to watch the superb "Harry Bosch" -

I am also pretty sure that when the accountants look at the cost versus profits, things will have to change. They won't be smashing up cars and going on lavish trips on the meagre budgets they will be left with.

I'm pretty sure the BBC were also free to sell it where they wanted. I wouldn't have thought that Amazon would ignore health and safety, anymore than the BBC would. In fact, it could be argued that, as they are a commercial organisation, their health and safety constrictions will be far more diverse than the BBC's.0 -
