Well they dont work for Royal Mail. Unless you mean Royal Mail group.
So these people simply instruct Hermes they will be taking their packages?

It's not actually unknown for posties to also deliver for Hermes, even if just as a cover courier, although I'm aware it's against the rules of RM, but it happens.

You seem to be on a tangent.
I'll ask again. Do these people simply tell Hermes they will be taking their parcels?

The dispatching company will choose who they want to use to deliver their parcels be it Hermes,Yodel ect. The parcels are then taken the whatever the main hub/hubs for that company for that area and are then handed to the courier for his/her area for delivery but there is nothing stopping the local area courier delivering for both say Hermes and Yodel as {as stated} the couriers are all self employed so can {and do} sign up to deliver for them.
Unlike say UPS/DPD who employ their drivers Yodel/Hermes do not.

The parcels are offered to the couriers for delivery, the couriers are able to choose to except the parcels or not as they are not employed be Hermes there is no comeback on the couriers, also the couriers can choose both when they start work and when they finish {being self employed}so if they say start at 10 AM and choose to finish at 2 PM they can, taking that on board if they have say 15 parcels they take to deliver and 4 deliveries cannot be made due to the person not being at home any deliveries after that have the chance of being pushed over for another day or so. {ie the courier is a woman that needs to collect a child from school or nursery at 2.15/2.30}.The couriers are paid an amount based both on the size of the parcel and on where it has to be delivered to { 15/25p for small parcels,75p for large ones depending on if it is in a normal house but a few pence more if it is delivered into a block of flats. Or at least that is the way it works in my area from talking to the couriers over the years. The payment is paid by the company that send out the order to the carrier and is passed to the courier.

So poor Hermes are at the mercy of these self employed charlatans?
You keep posting up about a business model I know all too well.

By the sounds of the one that SHOULD be delivering to you the answer is yes, the ones we have had over many years seem to think the job is worth their while and give a good service both to Hermes and to people like ourselves.
I think like in all lines of work you get good and bad {do not get me started on my bug bear of "customer service centers"} but saying that Vodafone one went out of their way to help me a number of years back so that is one I have some faith in. It just seems to me that {by reading threads on here} there are far more couriers in some areas that let people down than others perhaps you have just been unlucky with yours and who knows the could move on and you get one that take a pride in doing the job the way it should be.

You seem to be placing a huge onus on these couriers.
What about tracking data? GPS data?
A parcel with 2 failed deliveries that never happened. send them out the door with the 'staff' they are forced to use?

The only way IMO this will ever be sorted out for people like yourself will be refusing to deal with any company that use them but I think that the charges is a big draw, you {along with many others that post} have a bad service so you can only vote with your feet.
I only speak as I find and perhaps in the future I could get a delivery person like yours and could react the same way as you are but I would point the finger at the person not the company{if I get a bad cashier or shop person I do not vent my feelings at the company per say but at the person who IMO did me wrong.
I do not think I am likely to change your mind or your feelings and I respect the way you feel but once again {and to end anymore replies on the subject from me} I speak as I find.

Well its chicken and the egg.
Hermes use a low end business model. You seem to have decide the courier is at fault without proof.
