The decelerometer test requires the tester to drive at a speed of "approximately 20mph" which requires a speedo to judge. No speedo = unable to carry out test according to manual.
Note to certain posters, this is an entirely different matter to drivers judging "safe speed" without a speedo, because for the brake test a specific figure is given rather than "at a safe speed for testing".
