They're - colloquial/abbreviated version of 'They are'

Why? They don't allow access to 084/7 numbers - so do not need to publish an access charge for same.
0870 is an example of an 087 number.
Prices are shown for those, but they are clearly pre-1 July style prices as they vary by time of day or day of week, and that is something that isn't allowed with the new system.0 -
Absolutely. They do allow access to 0845 and 0870 but not to 0843/4 or 0871/2/3.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Ofcom rules in place since 2007 require all providers to charge calls to 03 numbers at no more than the rate they charge for 01 and 02 numbers and for 03 numbers to count towards inclusive allowances in exactly the same way.

At different times during 2014 the 18185 service charged per minute for 03 calls and later totally barred all 03 calls. So I was pleased to see it was back again and as a normal number.0
