I have the same problem. I have the UK language packs installed installed and the region set to UK.

I'm wondering whether its down to the fact that I'm not using a microsoft login/id. or maybe that I have the Privacy>Settings>Getting to know you setting set to off ?

Cortana won't work if you have that set to off. It needs to "know" you to be able to do its thing.

Anyone tried moving a retail version to different hardware?
What I mean is download/update on Win 7/8.1, therefore activated in background.
Then move to completely new machine.
Phone activation?

You will likely need to phone activate. I tried but got a woman who was useless and eventually cut me off(she couldnt understand 8.1 to 10 with a hardware change at the same time.
I really need to call again.
