ANPR have been booted out of there trade body , and cannot get your info by electric , they have to send a posted letter to the DVLA , and await an answer.
The DVLA state that anyone may purchase keeper details by a manual application EXCEPT a Parking Enforcement Company who MUST be members of an ATA. ANPR have no legitimate route to obtaining keeper details.

The refusal of the DVLA to accept the Proserve model of being a 'Trespass Enforcement Company' is under Judicial Review.

see the other post , trev now goes for written application's to the DVLA for basic trespass , just like Mr AN Other would do , all legal and above board ,

Do you know for a fact that he's doing this or are you simply speculating? And if so, how do you know?

It would not be above board. Trev has not been trespassed against, only the landowner might've been. Trev might get away with it if he were requesting details as the landowner's agent to facilitate the landowner pursuing a trespass claim, but to bring a claim for his own company? Nope, he can't, so no "reasonable cause", none.

ok , so why the trespass letters as opposed to normal parking ones , he,s not tied to 28-56 days now , 2 x 1st class and he,s home n dry

this case and the other are both trespass NOT parking

He's always drivelled on about trespass in his letters. Nothing new there.

I too have seen no evidence that he is still getting keeper details.

yes they can for trespass , but not for parking offences , as your ticket is dated 16/05/2015 , if you receive a nice piece of bog paper from trev , it will prove this.

No they bloody well can't. Everyone needs to have "reasonable cause", and for trespass that means you'd need to be the landowner or his agent (and you're not the landowner's agent if you are planning to make what would amount to a fraudulent claim in your own right).

If this OP receives papers in the post from Trev then the law has been broken.

Even under the Proserve model the applications to DVLA are made as the landowner's agent with the landowner being the one who ultimately brings the claim for trespass (even if Duffnasty was illegally signing the claim forms on the landowner's behalf).

Trev ain't doing that. No way is his motley collection of clients going to be interested in taking court action for themselves. So Trev's not using the Proserve model and has no "reasonable cause", even if Duffnasty wins his JR.

Mastermind Trev has always had "Trespass" on most of his signs. He also pays £100 to the landowner if someone forces him to breach his contract, by allowing you to trespass.

However here in the real world we all know he is a dope of the highest order, who when clamping was allowed was very happy, but could never get his head around issuing charges.

Unfortunately he will no doubt still make a living without the need for DVLA access, through people simply paying on the windscreen notice.

However it would be interesting to see if he was even more dopey then we imagined and applied to the DVLA for a trespass for land he is not in procession of.

preston counsil were lied to by "trev" , in a freedom of information request they were asked if they knew "trev" had been booted out of the BPA . they said he was still a member
    https://www.whatdotheyknow.com/request/264541/response/646374/attach/html/2/Reply%20letter.docx.html

things went swimmingly , until they received full printouts from here , prankys, the BPA and even trevs own site.

his services were terminated immediately by the counsil.

HOWEVER , I have seen 3 tickets that have been placed on cars , on counsil land AFTER this date.

the counsil will not do anything about this , the police are not interested , the counsil say they WILL NOT back up any charges of trespass ,

until the preserve thing is sorted , trev will continue illegally gathering info without the help of KODOE ,

I know his charges (trespass) are fake , YOU know it as well , but the gullible public are still paying up

just to be nice to trev , does he actually own any ANPR camera,s?

form V888 , manual application , "why do you want this info"

    answer "trespass"

thank you please enclose your cheque made payable to ,,,,

yup , he can get the info , yup he can write pretty letters , however at no point does he state the land owners name , or even follow the threats thru ,

yup , he can get the info

Not legally he can't. He can ask and the DVLA may be stupid enough to give it, but if so they've both broken the law.

You still haven't presented a shred of evidence that this is actually happening.

yup I agree he is doing it illigally , and the DVLA are more interested in money than abiding by the laws of the land (vcs/jla?) , its early yet and hev has only been a "loner" for a month ,

the DVLA have been passing info on , via the BPA route for a long time , when he has lied about parking and issued trespass notices (many piccis) , this is illegal and breaks the kodoe agreement , but they don,t care.

sit back and await , time will show his letters dated after his demise from the BPA.
