    Actually his correct. Most councils operate a bidding system now. Highest point bidder wins. Much like ebay.

    Actually, he's wrong:
    You're awarded points / put into a band depending on your needs. So, someone who lives somewhere unsuitable, will be placed higher on the list than someone who has somewhere adequate to live.

    My council has a bidding system, used to be done on bands. Now you bid,
    anyone can bid, once they have been accepted. Say 147 people bid on same property those with most no of points get it. i.e whos been on the list the longest etc.
    You can only bid on properties that you have been deemed to need though.

    But this is someone who doesn't think there can be a vulnerability/need criteria, asks about a 3 bedroom house for now (being a single male who may have a family one day in the distant future) talks about the higher bidder and not wanting it for free. Hence the replies.
