    Hang on, if seven years is too long, how long were you planning on living in the council flat? One of the biggest reasons for wanting social housing is the security of tenure.
    Unless I say otherwise 'you' means the general you not you specifically.

    Most Local Authorities have introduced residency rules so they provide local housing to local people. This does mean recently arrived foreigners will find it very difficult to get social housing.
    These are my own views and you should seek advice from your local Benefits Department or CAB.

    officer, how can I prove I lived for 2 years in a borough? my landlady probably never registered me to pay council tax, I have no bills in my name and she will never give me receipts for rent

    what address would your employer have for you? doctors, driving licence, car insurance etc
