I think that you are wrong, HMRC are very secretive.

Many years ago I was an Immigration Officer in the British High Commission in Dhaka, Bangladesh. In the course of our work, my colleagues and I uncovered hundreds, if not thousands, of instances of tax evasion, nearly always claiming tax allowances for non-existent kids.

We gathered the evidence, obtained signed confessions and sent the whole lot to the fraud people in HMIR. In not one instance did we ever receive an acknowledgement or a reply, yet, from feedback which we obtained from our own sources, we were aware that they did take action, sometimes quite punitive.

Never, ever, underestimate the Revenue, I worked with them in London many years later on Double Taxation Agreements and, next to my own Department, the Foreign Office, they were regarded as la crème de la crème of the Civil Service.
