Getting serious now. You do need to get into safe mode. Ideally you would have made a "system recovery memory stick" but I guess not. F8 or shiftF8 should get to safemode (8.1 is odd though).
OR you must be able to kick off safemode from the task manager (somebody?)

I assume ctrl-alt-del still brings up the task manager?

EDIT: another suggestion; restart windows explorer by:-
    1. ctrl-alt-del
look at processes - order by name and KILL "explorer.exe"
    2. the task manager should stay there. Top left click File -> run -> type explorer.exe and see what happens...

EDIT2: zoomstorm gives some pretty specific instructions for REFRESHING your PC
NB1. refresh should keep all your data; DO NOT SELECT or FOLLOW RESET which will reinstall and lose data
NB2. the insructions don't (appear to) mention 8.1
NB3. I'm not responsible for any data loss blah blah blah

Follow instructions at Windows 8 Refresh via Failover

I'm on processes what do you mean by order by name and kill explorer.exe. There is nothing on the list that says explorer.exe
    ;)

    It does.

    OP, try this.

When you reach the log-in screen, press the Power button and hold down the Shift Key.

When you see a list of options, click Restart.

On the next list of options, choose Troubleshoot.
