Perhaps because their difficult? An employer doesn't automatically have to be a good communicator.0 -

What do you mean about the employer not being a good communicator?
The employer refused the employee the time off. That's quite a clear communication.
In this case it was the employee who took time off having been refused permission.0 - 
            Hi guys, looking for a bit of help. Basically I work as a football coach and I am on a 0 hours contract. I have worked for my employer for well over 4 years now and I was recently informed by my manager that he was told by HR to remove me from the staffing for last week as I was under investigation. I called HR and was told they couldn't tell me anything and I would be contacted I'm due course, my manager also doesn't know why I have been suspended. Can anyone help me out with some advice please. Thanks0

Because they think that by spending a lot of money on flights etc. it will guarantee the time off.
And to be honest, it has worked from time to time but I doubt it'd happen twice with the same employer. It is pure common sense afterall to agree time off beforehand and I find it difficult to believe anyone with a brain would do so.
So definitely pulling a fast one...0
