Council not intrested who do you contact

Their is a girl by me who lets her 7 year old daughter walk on her own to and fro from the school bus and nothing is said by the driver or escort. I've contacted the council and they haven't done anything about it so I contacted my local councillor and he just said phone the council.
So who would you contact next as anything could happen to the girl.

Schoolfriends and myself aged 6 and 7 years used to walk to and from school, about a mile, along urban A roads, doing this daily including going home for lunch,If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
How far is the bus stop? What sort of area is it?
Unless it's quite a long way or a really dangerous area I don't understand why you have a huge problem with the girl walking to the bus. I walked to school and back on my own (about a 20 minute walk on little legs) from the time I was 6. I would also walk to friends' houses or to the park to play.Common sense?...There's nothing common about sense!0 -

Is this a special school bus ? or just a mainstream school ?
If its a special school then someone has to be there to see the child on/off the bus .If its a mainstream school I don't see what the problem is.
I was told by my mum that I used to walk myself to the infants school.0
