ok he is breaking the rules0 -
How do you know he isn't inspecting documents. We have the facility to view documents remotely in the 21st century. Plates can be posted to the registered address. Could easily be bending the rules and not explicitly breaking them, I've not read the detail of the regs so don't know if it specifies how the documents are to be checked.0

So how does he view the V5 and verify the buyers identity?0 -
Most ebay number plate vendors seem to carry disclaimers that the plates are "for show only" even though they mention elsewhere in the advert that they meet road legal specifications, which means the sellers do not need to check V5 / ID etc.
Ironically, the only set of plates I ever had problems with were from Halfords - passed MOT for 5 years then suddenly the spacing was "not legal" the 6th year, even though it was just a normal plate, not even a private plate, with nothing wrong to be seen in the spacing. I have used ebay purchased plates on several occasions and they have been absolutely fine, arrived quickly, inexpensive and in accordance with regulations.0 -
www.gov.uk/number-plate-supplier
if you enter the postcode in that website it shows that he is a DVLA approved supplier but is bending the rules by selling plates without checking documents
Checked my postcode on there and there are registered suppliers that have been closed down and/or moved address at least 5 years ago still listed.0 -

Send a scanned image of the V5, verify the buyers address via their payment, post to the registered address. Have you never renewed your driving licence or passport online, or applied for a credit card or bank account? They don't require you to drive to the home office to show them a piece of paper with your name on it - the document itself even says "this does not prove ownership" or words to that effect. This is the 21st century; a piece of paper proves absolutely nothing. Want a V5? It would take five minutes to knock one up and print it out if you want fraudulent plates.0 -

why bother going to all that hassle when the guy on e bay will sell you a set of plates with any number you like with no checks whatsoever just e mail him your reg and he will make your plates
so he is breaking the rules0 -
He is not necessarily breaking the rules if he checks it. That can be done electronically, via email or even Twitter if you like. Unless the rules specifically define how it is checked, he can check it any number of ways.0

It's been illegal to sell 'show plates' or plates for off road use in the UK since 2008. If an eBay seller says this then they are either operating abroad where the authorities can't enforce the laws or they're a bit dodgy at the least.0
