I suggest cash on collection - then you can back out if you don't like it - just tell ebay it was not as described. AS a seller I would much rather not pay paypal rip off fees too.
I am amazed you can't get want you need on freecycle - it is absolutely gob smacking what you can get on the local group.I think....0 -

And I can't phone support as they close at 9pm!
I'm doomed! Jinxed! This is nuts.
Email the seller. Explain that your paypal account is giving you trouble. Ask if they would be happy to accept cash on collection.Do you know anyone who's bereaved? Point them to https://www.AtaLoss.org which does for bereavement support what MSE does for financial services, providing links to support organisations relevant to the circumstances of the loss & the local area. Tyre performance in the wet deteriorates rapidly below about 3mm tread - change yours when they get dangerous, not just when they are nearly illegal (1.6mm).
Oh, and wear your seatbelt. My kids are only alive because they were wearing theirs when somebody else was driving in wet weather with worn tyres.0 -

We pay cash on collection for stuff usually. We ask for a receipt.
Lydia normally I would agree, ( trying not to stash stuff) but the gift giver was rubbing in onto me. Its rare he gets it wrong and indeed I think he likes it. He knows I' m using it up though.

No, no, he knows. No good if I couldn't tell him that, kindly, but io wouldn't like to bin it unless it were really untenable. And truthfully it is very effective, I just don't like the scent.0 -
Problem with people paying by paypal for collection items is that a buyer can claim not to have received and paypal then demands trackable proof of delivery from the seller and refunds the buyer when the seller can't provide it ie paypal is incapable of detecting a collection only deal.
