            So yes, its a nasty thing to happen to a child, I have a 9 year old myself and would insist that the accident was acknowledged by the site and that preventable measures were in place or would be put in place to mitigate it happening in future.
 However as Ive already said, this is how we all learn as children to look out for hazards and to increase our perception of our surroundings.
 The only thing I would take umbrage with is any potential lack of concern by any employee, which I would be raising with the site management. I would expect this to be investigated (but then I wouldn't expect to be made aware of any findings or results of the investigation). Id just hope things were remedied.0

 She's also been advised to report to the health and safety executive.
 Now you know that it was the OP who was suggesting access to CCTV which would have identified a third party.

 Request by a member of the public to access cctv footage would only show the sections she could legally see- ie it would be edited..
 Therefore that would not show the third party.
 Yet the health and safety executive could request/ view this.
 Are we clear now?0
