So CISAS just got back to me, just saying they can't go any further because I have not provided a copy of a deadlock letter from EE.
I thought that EE themselves forwarding me onto CISAS constitutes enough of a deadlock letter? Suggesting that they no longer wish to deal with me even after one correspondence.
So just replied with this:Thanks for the notification.
Could you please clarify for me how, EE themselves forwarding me onto
you (CISAS) and providing your details, does not constitute a deadlock
letter? It suggests to me simply that they no longer wish to deal with
me in this complaint. Is that not proof enough?
As was shown in Appendix 1.5, which I have attached again for your convenience.

all my emails and both times i've submitted to CISAS i had an email that said:Should you wish to pursue this additional matter further please refer your complaint to CISAS. CISAS will determine whether the complaint falls within the jurisdiction of its ADR Scheme. We may argue that it does not. If CISAS agrees its Scheme applies, it will adjudicate on the complaint in line with the Scheme rules. CISAS's details are as follows:-

So forward a copy of the email from CISAS and response to Lynn Parker as well as resending it to CISASOn a slightly different note I spoke with Lynn Parker at Ofcom today.
She has confirmed that if you have anything from EE that says they will not communicate further or say you can ask CISAS for advice than CISAS WILL take this as deadlock. She has promised to contact CISAS (again) and remind them that they are required to accept cases on this basis.0 -

Just a quick update:
Called CISAS again earlier today to check on the status of my claim. I have been assured that my case is definitely going to an adjudicator and he / she will decide whether or not EE will receive a deadline extension, should they request one.
Just this minute, I have received this email from CISAS which contradicts what I was told over the phone:
I write further to your application made with the above case number in relation to your claim against EE Limited.
We are currently reviewing the eligibility of your application within the context of our rule which specifies that matters that have been the subject of a prior litigation or adjudication are outside our remit. Once our review has been concluded we will contact you and provide details of our decision and what steps are to be taken thereafter. We anticipate this work will take days rather than weeks but to ensure that neither you or the company are adversely affected by this action in terms of the process we will reset the timetable as appropriate once our decision is communicated to you.
As an independent dispute resolution service regulated by Ofcom, CISAS must ensure that the customers of CISAS members and the member companies themselves are treated in a completely impartial way. We do understand that you will be disappointed by the short delay that our actions will require but let me assure you that our only goal is to ensure that you receive a fair, unbiased and independent appraisal of your application.0
