However he is a higher class of scammer who can write a good letter.

Funny why did I just think of Lord Lucan?

The 12 second parking period is only detailed on the ticket for the purposes of satisfying the Protection of Freedoms Act. It is as you are aware necessary for all Notice to Drivers to refer to a parking period, the Act does not specify the min or max. So it is just to tick that box in case a Judge scrutinises the relevant section. In reality the driver was probably parked for around 4-5 minutes and made no effort to read signs or pay, he simply left the car park on his own business and we issued him with a ticket correctly. I doubt anyone can agree that he found the 40p charge too much and decided to leave?

So in other words he doesn't know and is guessing. Why is his interpretation (guess) any more valid than what the OP said? Just because he has had a privileged education and can write well (after having time to compose and study his response)?

leaving him 24,000 to live on.

Which is more than most of us start with (before tax), which was sort of the point.

Anyway, that's been done to death. Literacy has no correlation to honesty, and the spokesman has to speculate in his statement, so I'm more likely to believe the story according to the victim (the driver).

N**pier do appear to be a more coherent PPC, but they are still no better than the rest, as this spate of near instant tickets is showing (record appears to be 6 seconds, less time than it'd take more people to get to the ticket machine, and can only indicate that the attendants are waiting to pounce whilst ignoring any grace periods and certainly any attempts at loss mitigation).

I'd be more supportive if there was a visible attendant saying to the customer that it's P&D and offering to give them change for the machine, than people finding tickets being placed on their cars within seconds.

Well, approve or not, Mr de Savary appears to have his ducks in a row and, if you try to bilk at this car park, be prepared to pay heavily.
You never know how far you can go until you go too far.

One here on pepipoo I helped with, includes the POPLA decision so you can see it's genuine:
