Napier parking shysters ticket after 12 seconds

As the title says, they are shysters who have ticketed someone who went to look at the tariffs at the machine, this is a direct breach of the BPA CoP which they say this :

13.1 Your approach to parking management must allow a driver who enters your car park but decides not to park, to leave the car park within a reasonable period without
having their vehicle issued with a parking charge notice.

13.2 You should allow the driver a reasonable ‘grace period’ in which to decide if they are going to stay or go. If the driver is on your land without permission you should still
allow them a grace period to read your signs and leave before you take enforcement action.

So obviously a complaint to the bpa and dvla is in order as these shysters are just cowboys who's predatory practices should be curtailed.

    So let me get this right, the way I read it even if he had bought a ticket he would still have been issued with a scam parking charge by the time he got back to his car!
    What a bunch of lowlifes......no wait it will be an administrative error!!

    Yep that's basically it. The same could be said for those airport tickets where people stop literally for a few seconds , where's the grace period there? The fact is they are all doing it

    A polite and informative to reply from Mr. de Savary to what I thought was a rather intemperate attack by PP.

    It would appear that the OP may have been, perhaps, "truthfully economical" in his/her narrative, allegedly.

    Perhaps Stroma can shed more light on the matter.
    You never know how far you can go until you go too far.
  • If the owner thinks its so important to have parking for the village, why charge? Especially for the first 1/2 hour when he seems to score his greatest hits.

    But there are a couple of good rebuttals to Mr de Savary's reply:-

    If the attendant witnessed the driver leaving the car park then why did he not attempt to advise him of the need for him to issue a PCN in order to mitigate costs?

    It would appear that Napier Parking are not quite as reasonable as they are making out here...


    and:-

    Quite simply he's not interested in the 40p for parking, but the unlawful penalty! It would literally take hundreds of short stayers to make up for one invoice on screen. I'm sorry but I do not believe he is being upfront here, there is to much in it for him. His company and himself are not to be trusted IMO
