Strat rooms are nice but not so hot on location but if location isn't an issue the Orleans suites have views towards the Strip.
Personally I'd go for the Cosmo terrace suite with view
Ticks all your boxes , location, view, proper suite and the added bonus of a balcony.I Would Rather Climb A Mountain Than Crawl Into A Hole

Hotel 32 is the top 2(?) floors of the Monte Carlo.
We were on the 62nd or 63rd floor of the Encore and while we like a high floors, this was too high as everything on the ground was like ants.
IIRC the Four Seasons is the top 5 floors of Mandalay Bay. We have stayed there as well and the room was nice, but nothing special.
If it were me I would book a Terrace suite at the Cosmopolitan, ask for a high floor at check in and say you are prepared to wait if one might be available later.
All hotels will say that requests cannot be guaranteed, but you have as much chance of getting a high floor as a low one. Many people don't like to be too high.0 -
I thought all Terrace Suites had a Bellagio fountain view...not sure whether they start on floor XX and go up or not...ours was on the 58th floor and was awesome...but I would not say that it has to be that high for a great view...in some ways lower might even be better.
If room size is not necessarily that important one of the Terrace one bedroom rooms might work and you can upgrade to a guaranteed view.
The Terrace Suite was something special though...I am glad we did it as a treat for our 20th trip. I am not sure we would easily justify it regularly but it was a lovely, lovely room.Does remembering a time that a certain degree of personal responsibility was more or less standard means that I am officially old?0 -

as per wammers post, we have also been near the top of the Pallazzo, and it was way to high, your ears popped on way up the lift and there is no view so to speak as everything is too small.

this was 58th floor at Cosmo...though I don't think they have any floors in the 40s so it's really maybe 48th, technically? View from the terrace starts about 2:40 I would think we could have been quite a bit lower and still had an amazing view.

But I've emailled cosmopolitan and they will not guarantee a high floor so I could be in your suite or I could be just a few floors off the ground. I really want this to be a special couple of days so can't take the chance of a low floor.

ok - did they confirm that the Terrace Studios start on a low floor? I honestly don't know.
The Terrace One Bedrooms have similar views and you can book a room with a fountain view, but not sure that you will be guaranteed a high floor there either.
Though you will be there mid-week and if you look at rates for the following Weds/Thurs they are much higher so it could be that you have picked quiet days and could have a reasonable chance of asking at check-in and receiving.
Otherwise Wammer's suggestions with rooms that are ONLY on the higher floors may be your only option if the floor is the most important thing. As she says requests are normally just that so you may struggle to find something where it's guaranteed unless the rooms only exist on high floors at that property.Does remembering a time that a certain degree of personal responsibility was more or less standard means that I am officially old?0 -
Have found that MGM signature allows you to 'upgrade' to a guaranteed high floor room for $40. This is the kind of guarantee I'm looking for. Haven't found this option on any other sites though...If anyone knows of any such option, please let me know.
