also the OP is living with his parents and it seems has been saving for a while to have got to 12k - however has only just found out she is pregnant so this is bad planning all round really.
On the plus side he is employed and has held it down so it isn't like the chap is totally useless.

What are the rules around the maturity of the pregnancy and their councils obligation to assist - I've never seen any rules published around viability of the pregnancy as part of the assessment process.
Happy for someone to find and post these rules that you speak of but note that local authorities have very little discretion or wiggle room in honouring their statutory obligations towards the homeless (though many fall short of meeting them, despite being mandatory).
The legal definition of homelessness that compels a local housing authority to act is 'no security of tenure beyond the next 28 days'. There is no requirement for a person to actually be street homeless to have the local council accept a homelessness application.
A pregnant woman is considered in priority need for assistance - that is the law. In England, the rules are that pregnant woman are not placed in B&Bs unless its an emergency and no longer than 6 weeks.
The Shelter website has excellent information on what councils should do (which is sometimes very different from what councils pretend they ought to do). In it, there is no indication of means testing undertaken as part of the assessment process by a council but obviously a council may very well steer applicants towards private tenancies.
To the OP, for those in England, this is the documentation that the person should take to the council offices.

At the end of the day, I think all the posters are asking the OP to consider is the risk that her partner doesn't step up and do his duty and to consider the possibility that she will have to end up going it alone.
At the moment, she is potentially lumbered with a debt prone gambler with a history of deceit and she is facing homelessness so while we hope for the best, she's got to prepare for the worst.0 -

Yeah, not sure I see anything particularly sinister between my post and the OPs response a few minutes later. It could be the case that they are online fairly often or have a smart phone to hand so they pick up new posts quite quickly.
This forum is plagued by trolls who come to the forum with pretend dilemmas so they can sit back and watch the arguments that arise between posters responding to it.
But the OP has been posting for sometime, though, and trolls just usually pop up as first time posters with regular new IDs.0
