If its a new build, then the developer may have allowed Hyperotic exclusivity in which case there may not be any Openreach infrastructure. If that's the case, then you can only have Hyperoptic as a provider and not any of the mainstream suppliers. Probably best to ask the developer.
I have just checked the BT database and my new address is not registered....in this case could BT charge me a cancellation fee.....as they cannot provide the transfer i dont see why i should pay one?0 -

You have a contract for services at your current address, so you may be liable for cancellation charges0 -
