not sure if I can appeal an ANPR Ltd PCN

Hi all I'm another newbie with a concern over a PCN that's been slapped on my car in a private pay and display car park. Ive searched through a great number of threads and while the issuing company appear to be well known, I can't quite find a similar situation. The car was parked in a small P+D car park in Warrington town…
