not sure if I can appeal an ANPR Ltd PCN

    Well after I sent off the template letter to ANPR on the 17th June and I hadn't heard anything back until today when I've received a FINAL DEMAND for the increased amount of £140.00 (still no VAT)

    Apparently as they haven't received payment within 42 days (Unless I'm appealing) they feel their intentions to recover the debt have been exhausted and the situation has now become very serious and ANPR are poised to hand the debt over to a recovery agency.

    It'd be lovely if they acknowledged the appeal or supplied a POPLAR code.

    Should I send them a quick email saying thanks for the letter dated 10 days after they should have received the appeal letter?

    Can you email Trev and his merry men then? I thought they used letters only?! If you email, then yep, email them and say 'errrm, what about my appeal then, here's another copy just in case N Martin has lost it. How about a POPLA code then Trev and co?'

    Or words to that effect if you want to be a bit politer!

    They have to reply within 35 days, so this is just bluster. Ignore, but email if you haven't heard say within 28 days, reminding them they have only 7 days to issue a POPLA code or a cancellation or you will assume this matter has been resolved.

    Well theres an email address of sales@anpr-ltd.com on the final demand, so I guess one of his merry men will pick up from there.

    if they weren't so arrogant on the phone when they issued the PCN all this could have been sorted when the actually bother to look at the facts of the case.

    Can trading standards not investigate these people?

    I've penned a wee response to them in reply to their demand... (I've never had a red letter in my life.....this has made me so bloody angry!)

    Dear ANPR ltd

    REF PCN *********

    I am in receipt of your “FINAL DEMAND” dated **/*/2014 regarding the above listed alleged incident , Thank you.
    However, as I am still awaiting a response to my cancellation or appeal letter to yourselves regarding this case dated **th June 2014, (I have enclosed a further copy of my letter in case your staff have misplaced it) You can not state that you have exhausted all means of resolution of this case. Therefore your “demand” will be held as evidence of harassment should this matter go further. Letters of complaint will also be filed with the BPA , DVLA and Trading standards with regard to your company’s conduct.

    I would also remind you that in the event of your staff looking at the case and not being able to work out that the claim is indeed erroneous on many grounds, including “The fee paid into the parking meter on that evening being higher than that which was actually required”, I will require a POPLA code from yourselves.

    I've received a letter from Mr N Martin "who personally knows the site of the alleged infringement and has even spoken to the owners of the land" saying that my appeal has been denied (he did express sympathy though). But theres no POPLA code on the letter.

    Am I supposed to write back yet again and ask for something that their CoP says they must issue?

    You can shove your sympathy. I couldn't give a stuff for your appeal refusal and I'm not paying you a penny. Just send me the PoPLA code so I can wipe the floor with you and cost you £27.

    Needless to say you have yet again been reported to DVLA and BPA Ltd. for failing to issue a PoPLA code.


    And do report this to DVLA and BPA, demand to know what they are going to do about it, and don't tolerate any brush-offs. Escalate 'til you get to your MP if necessary.

    Why are you bothering with this company. You owed them £4.00, you paid them £5.00, you are not asking for change.

    Send the lot to your local Trading Standards Officers with a complaint that you are being harassed for a non-existent debt.
    You never know how far you can go until you go too far.

    TBH I sympathise with that position. The likes of ANPR Ltd. do not warrant the presumption of legitimacy that is implied by corresponding with them.

    The allegedly non existent N Martin knows every site and every fake contravention and speaks to the owners about every incident!:rotfl:
