Agreed safeguarding are the first port of call. Do you think there is any chance of getting her to agree to talk to the police?
Or do you think an intervention might result in someone acknowledging that they have it "for safekeeping"?

She asked him what he wanted from the things that she holds dearest. That does count.
That he asked for a piece of low monetary value with sentimental value says everything about him? Got his head screwed on the right way but also does not have a high opinion of himself.

oh chuck. I did not want to make him cry. Give him mega (((((hugs))))).
He needs to remember that he is the sane one around there (and you); but that is really hard when you are surrounded by people who would recognise know truth or honesty it is hit them in the face.

I would suggest speaking to the hospice. They will have seen the good and the bad of many end of life situations and they will no doubt have some experience. I am sure they will have some ideas where you can go.
I also suggest that you speak to MacMillan and get support for your OH as soon as you can. This must be shredding him.
