    I can't believe so many people have responded seriously on this. Has to be trolling, surely.

    Weirdly, it just seems like a complete misunderstanding of public vs private. When you park your car/bike in *private* they might put signs up saying they're parked at their own risk. The *private* place may even install CCTV to give the impression of security.

    But would anyone really be daft enough to assume there's CCTV unless otherwise stated? Nah....ergo, trolling...

    If the council did have that duty, then surely there'd be no need to use a bike lock at all, because the council would be responsible for the bike. Why is it the frame is OP's responsibility but the wheels are the council's?
