. But there's no obligation for the council to provide either cctv or warning sign when it comes to bikes and push bikes?

    correct!
They put it in car parks to encourage people to use them. Paying customers. But they have no obligation there either.

That's funny, I had you down as the sort who complained about too many CCTV cameras..

Basically you need to use a bit of common sense and carry an extra loop of chain to ensure that the other wheel is also secured. Unfortunately the !!!!!!!s may also try nicking bits off the bike. All cyclists everywhere worry about meeting a cycle thief as many of us would have to plead diminished responsibility for the consequences...

And the point about the cctv notice: you're telling them they've no CCTV to worry about as they leisurely set about your bike with their bolt croppers...

That's no common sense if you know beforehand that the council have a duty to protect the possessions of citizens in a public space unless otherwise stated. I only chain my bike up where I know there is cctv. Unfortunately, this public space has no cctv and there are no signs up anywhere to warn the public of would-be theives. I am not responsible for other people's behaviour, but the council supposedly has a duty to provide safety in public areas.

There are many people who leave their bikes in this area, so perhaps they don't realise that if their bike is robbed there's going to be no evidence of it, and therefore no-one is going to be prosecuted. In fact, as this security guard told me today, there are so many bikes being stolen from this area! When he told me this I was gobsmacked because I asked him had he informed the people who chain their bikes here? No. Totally gobsmacked. These people are inviting crime and shame on the people here on this thread supporting these criminals by making it look like the responsibility falls squarely on the owner of the bike. It doesn't. The responsibility is shared between the council and the owner of the bike. The council should have cctv up oustde the gymnasium building entrance overlooking the bike stands, and the owners of the bikes should ensure that there bike is chained up to the stand provided. The council are guilty of negligence on this matter.

So you're saying the reason that there is cctv in car parks is because it encourages people to use car parks?

So why is it that in areas where no cctv exists are there signs warning visitors or customers that they are responsible for their own car/bike?
Do you really think that there are places where you are not responsible for your own bike?

Sign or not, CCTV or not, unless agreed otherwise, you are the person responsible.

How much did you pay to park your bike?

Why didn't your chain go through both wheels?

Yes. Why, what do you think it is for?

You do have a cause of action.

Against the person who stole your wheel.

Whatever happened to being responsible for your own actions. CCTV is irrelevant. You made a decision to leave your bike where you did, you made the decision to use inadequate locks.

Even if there had been CCTV it would not help you in any way. Maybe it would show someone unrecognisable in a hoodie or with the face obscured.
If I left my handbag fastened to a railing simply because there was CCTV you would quite rightly call me stupid. In this day and age everyone knows there are opportunist thieves who will take absolutely anything so its up to you to safeguard your own property.

Sorry but you are looking for a scapegoat to take the blame for your own actions.

The op is clearly avoiding responding to any posts about taking responsibility for the ops own actions and ensuring the bike was secure and would rather concentrate on the lack of CCTV that would not have prevented the theft of the wheel.

Martyn, stop whinging - buy a new wheel and next time lock it up too.

Are you that naive that you do not know about how thieves nick individual wheels? Or when people lock a bik with just the front wheel that they simply take the rest of the bike (usually using a front wheel they nicked from elsewhere).

I would not have ever chained the bike up here if I had know there was no CCTV though. Why put out specially designated parking spots for bikes? Do the council just assume you have locks for each wheel or something? I've only got one lock and that's to tie the bike frame to the bike stand. I can understand someone wanting to take three separate locks with them if they happen to have to chain their bike in a place with no security, but this is a public space! This is a council run gymnasium, you'd think they would have a cctv camera up or a sign at least. Even the bike stands at the side of the train station has a warning sign, including the bike stands near the central arcade - and they have cctv up to boot!!

I know the council is not to blame but they should think about visitors and customers and ensure that if there is no cctv then at least there is a warning sign. If they are not going to put either up then what's the point of installing bike stands?! Bonkers!
Why didnt you ask them if they had CCTV rather than assume?
