So what about people who park their cars in the car park? There is cctv overlooking most car parks in most town centres.

Get a grip.
CCTV would have given you a video of your wheel getting nicked.

Either fit security skewers(minimal security) or use a locking set up that locks the wheel.
Either by removing and locking with the chain/U lock.
Or using a secondary cable.
The op is young, naive and still at the if something goes wrong it's everyone else's fault stage of life and that the Government & councils have unlimited funds of money to sort out everything.0 -

OP, I suggest you put it down as one of life's lessons.
If I am going to leave my bike for any length of time, I lock it to the stand with a D lock which goes through the frame and back wheel. I have a cable lock which goes around the front wheel, the frame and the stand, and a chain thing (can't remember what it's called) that loops under the saddle. I realise that even all of those wouldn't stop the most determined thief, but if it makes it look too difficult they are more likely to walk on and target one that looks a bit easier.0 -
Then I asked whether there were signs nearby informing visitors that if they chain their bikes up here they may get damaged or stolen. There were no notices!
I don't think it works that way.0 -

What do you want Martynb_, a sign on every lamppost saying "No CCTV in this area"?
Take responsibility for your own actions. Your bike, your decision to leave it there incorrectly secured.0
