Sure the council only permit wheelie bins outside of the property on collection days or after 7pm the night before. My area does anyway

Anything that obstructs free passage along a highway is an offence - wheelie bin, parked car, etc. - s.137 Highways Act 1980.0 -
Park up against the bin, I can't see them having a car they can slot in to the space the bin will release when it is moved. If done correctly there will be a space large enough to be really annoying to them that they cannot get their car in even though they think the bin has reseved it.I beep for Robins - Beep Beep
