I disagree, you can appeal with this without providing the address, the fact that the registered keeper is writing is not admission of being the driver! The fact is the driver could have given the ticket to the registered keeper as its their car. And as they are not automatically entitled the RK details by default, you are instructing them to use their access to the dvla to get that.
If they send a rejection letter, then they must provide a popla verification code, and that code must be current for you to use it, that is what the dvla is saying. Its for Smart to comply with the rules set out in the BPA CoP not the driver.
And by appealing in this way you are not being obstructive in any way, and I fail to see how the driver must comply with rules set out the CoP, this is a set of instructions that the BPA AOS members must follow, its their guidelines and as I said not the drivers.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. I didn't say that the driver must comply with the CoP, my point was that it is a term of appealing that you provide a correspondence address. Without it the company can simply say the appeal is non-compliant. If you don't give the company a way to contact you then more fool you. They have to issue a POPLA code at the time of rejection. If they reject your appeal based on not providing an address then they can issue the code then and then it will just sit in someone's tray or be posted without an address. My point is that at this stage they are under no duty to deal with the registered keeper or identify who the registered keeper is, they are still at the driver stage. I know that we don't have to comply with the CoP but I think that given the suggestion which is to send a letter with no return address in answer to a notice to driver then you are just asking for trouble in that the PPC will simply say the conduct of the person made full compliance impossible.0

They cannot say what is and what isn't an appeal, we have had this discussion for quite a while on many threads. They have a means of contacting you as the registered keeper once they have paid for access, the suggestion is to send in an appeal by day 26 after ticketing, then they have already paid for access. So have no excuses!
And of course they have a duty to deal with the RK of the vehicle at any stage of the process of the scam, there is no such thing as a driver stage as the RK can appeal or deal with this at any time.
And there is no trouble to get into, they have an appeal, it has the ticket number and the name of the appeal coming from is the registered keeper! They should be paying for those details in any case if the driver has not contacted them and admitted they are potentially liable.

Nothing is 100%, come on we are dealing with cowboys who make it up as they go along. They are only interested in money and getting people to open their wallets.
Lets look at Smart just briefly, they were caught out with their signs saying TCP Ltd and got suspended from the access to the dvla because of it. So what was their solution? Well going around with magic markers and taking Ltd out, then saying Smart Parking trading as TCP.

If the OP is worried then just do a simple early online appeal AS THE KEEPER ONLY, on Smart's webpage - give the address too, so what?! Include the usual strong points from the template appeal (standing, GPEOL) and add that they may as well cancel now, seeing as they are known not to use POFA2012 compliant 'Notice to Owner' letters and you won't be telling them who was driving so they will lose at POPLA.
Smart will CANCEL. I have done a strong online appeal to Smart myself - for a friend - and although I was after a POPLA code, they crumbled quicker than the cliffs here at Brighton!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You can include it, specifically state that there is no loss to the landowner as a ticket was paid for. If you have any photos then this will help. But don't forget to include the other topics of appeal, such as no genuine pre-estimatate of loss.0
